Look at Water Resources Act. All it does is authorize a bunch of stuff, like
levees, but there is no funding in the bill. You have then fight a second
battle to get any money to pay for the things that they have "authorized".

Meanwhile, all these Congressmen and Senators can go back home and say I
VOTED for this and that, all the while knowing it won't see fruition for a
long time.
