If my memory serves me I remember rumors that FEMA was paying outlandish
hourly rates to employ people at their assigned dump site on Paris Road to
monitor the trash/debris trucks dumping at their assigned site. 
It's unfortunate that the parish didn't adopt this procedure at the
inception of the SDT agreement. 
 
As far as scales,  I managed the surplus/scrap sales for Lockheed Martin
which had a similar situation with their scrap metal sale loads; Their
situation eventually warranted installing a scale that would weight the
truck empty then full prior to delivery to it's scrap dealer to assure that
the government received accurate proceeds from the scrap sale. 
Not sure if scales would have been the answer but certainly parish
monitoring.
