how many other agenda items and amended agenda items have been defective as
a matter of law ?  the council agenda's read more like a reader's digest
version, with little to no substantial information for the public.  even
after attending the meeting, one can be without the information.

also, the first HSD appointments were made without the public knowledge of
who the proposed appointee's were
