I've got an idea...why don't we just make things simple and declare the new
hospital board to be a "citizenry" board where NO elected or appointed
parish government officials can serve, huh?  This way those looking to
increase their poliitical power are restrained, plus things will get done
with a lot more quality and efficiency.  It's a double win!
