that's what I was thinking, too; that apartments or commercial businesses
that do not use the "household" type SDT garbage can, would not pay the $10
for sanitation, but would pay the $10 for fire protection. Households or
other water meter users who use the SDT "household" type can would pay $20.

I'm still confused about the council's action on Saturday to amend the $10
ordinance from Tuesday Sept 15, 2009.
Maybe someone could explain where it is written in the Home Rule Charter
that the council can pass an ordinance and than later on, revisit or
reconsider and amend the ordinance ----- and not only change their vote, but
substantially and fundamentally change/amend the ordinance [without the
required introduction, advertising and public hearing]? will the council now
introduce an ordinance to repeal the $10 one passed last Tuesday? will the
council now publish, advertise and conduct a public hearing on the $20
ordinance passed in emergency meeting?

The Home Rule Charter is clear about ordinances:

the required introduction, publication of introduction, advertising of
public hearing, vote after public hearing.

Even for so called emergency meetings and emergency ordinances, the council
may adopt an emergency ordinance at the meeting at which it is introduced,
provided that no such ordinance may be used to levy taxes or special
assessments; grant or extend a franchise; incur debt, except as provided in
section 5-04(b); adopt or amend an official map, platting, or subdivision
controls or zoning regulations; or change rates, fees, or charges
established by the parish government. Each emergency ordinance shall contain
a specific statement of the emergency claimed, and the emergency ordinances
shall be effective for no longer than 60 days after final approval. There
are also requirements regarding the amount of time the ordinance must be
signed by Parish President.
