[StBernard] Blue Cross and Franciscans update

How is it that a hospital can be established within one year in war-torn
areas and disaster areas within a year, and after 5 yrs. in St. Bernard
Parish, life goes on to drag its cutesy feet believing it's a non-factor to
citizens nor needed enough?
