A contractor under investigation is not placed on a debarment list until
such time that actual evidence is discovered.  Until such time government
entities putting out public request for bid   are be required to accept a
contractor's bid. If they were low and met all bid and bonding requirements
the contract would be required to be awarded.    St. Bernard should not be
at fault for issuing the 1.8M contract. 
 
Now JaRoy's bonding company is required to assure that the jobs are
finished.  That is if St. Bernard required bonding on all the open work
issued to JaRoy.
