NOTICE
LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ)
MURPHY OIL USA, INC. / MERAUX REFINERY
RECEIPT OF THE HAZARDOUS WASTE POST-CLOSURE PLAN SUBMITTED
FOR THE FORMER LAND TREATMENT UNIT (LTU)

The LDEQ, Office of Environmental Services, is accepting written comments on the hazardous waste post-closure plan for Murphy Oil USA, Inc. (MOUSA), P.O. Box 100, Meraux, LA 70075-0100 for the former LTU. The facility is located at 2500 E. St. Bernard Hwy., Meraux, St. Bernard Parish.

MOUSA submitted a post-closure plan to LDEQ under LAC 33:V.4391 for the former LTU. MOUSA ceased the placement of hazardous waste into the LTU in 1989, but continued operations in order to continue to treat the waste. MOUSA submitted an updated closure plan on October 26, 1993, for the former LTU. However, the closure plan was never finalized though MOUSA and LDEQ had engaged in a series of discussions over the years concerning the closure plan. After this date, MOUSA maintained the former LTU in accordance with the interim status post-closure requirements of LAC 33:V.4391 and 4489.

To formally complete the closure of the former LTU, MOUSA submitted a revised closure plan on May 29, 2007, which was approved on May 28, 2009. The closure plan also described the post-closure activities conducted at the former LTU after 1993. The former LTU was certified closed on April 26, 2010. There have been no significant detections in either groundwater or soil core monitoring and the LTU is currently in detection monitoring. All current data suggests that there are no constituents in concentrations that would pose a threat to human health and environment. The submitted post-closure plan addresses the post-closure care activities at the former LTU over the last 17 years and formalizes the entry of the former LTU into its post-closure care period.

LDEQ is noticing the proposed post-closure plan to solicit comments.
Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this post-closure plan may be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313. soumaya.ghosn at la.gov Written comments and/or written requests must be received by 12:30 p.m., Thursday, August 26, 2010. Written comments will be considered prior to a final approval of the post-closure plan. All correspondence should specify AI Number 1238 and Activity Number PER20100005.

If LDEQ finds a significant degree of public interest, a public hearing will be held. LDEQ will send notification of the final decision concerning the post-closure plan to MOUSA and to each person who has submitted written comments or a written request for notification of the final decision.

The proposed post-closure plan and associated information are available for review at the LDEQ, Public Records Center, Room 127, 602 North 5th Street, Baton Rouge, LA. Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays). The available information can also be accessed electronically on the Electronic Document Management System (EDMS) on the DEQ public website at http://www.deq.louisiana.gov
