it seems to me that the owners of the rentals will pay this tax and then
they can pass it on down to the renters of their properties, right? And i
must congratulate Darleen on her victory as schoolboard rep. She will do
good.

	Why should just property owners pay this tax ? It should be a tax
everyone
	who lives in the parish pays since everyone will have the
opportunity to use
	the hospital.  Add it to water bills since rentals have to pay water
bills,
