Perhaps, but local government as in federal government, all adhere to the
practice to discuss decisions that should not be influenced by the general
public (whose imput ALWAYS does some influencing in either direction).

And governments also run similarly to businesses (or non-profits) where
business decisions need to be made without chaos developing in a board
room--hence, the "executive sessions" (which may seem transparent, but
serves a purpose). There, things/facts are ironed/hashed out in an order
fashion (sometimes) and having lots of screamy-meemies, doesn't help to
arrive at a logical decision always.

Then, when decisions are made to vote, it's before the general public.
