[StBernard] Corps races deadline for hurricane protection

Hallelujah!   Maybe all these temporary cement plants will finally close and
the heavy truck traffic diminish.  The residents further down the road,
along this construction area, have really tolerated alot.
 
I really hope the Corps got it done correctly this time.  
 
At one meeting, the Corps reported skipping the step where they use coated
sheet metal, not due to cost, but due to this June 1st deadline.  Hope it
holds.
