In Further Review of Provident's Tax Credit Info.

In further review of the 6,000 pages of Provident Realty's tax credit
applications, in a letter dated November 21, 2008, addressed to Mr. Matt
Harris, from the Office of Community Development, State of Louisiana, Bobby
Jindal, Governor, it reads as follows:

"Dear Mr. Harris: The U.S. Housing and Urban Development (HUD) has approved
the State's Request for Release of Funds for The Woodlands, to be located on
Patricia Street, Chalmette, St. Bernard Parish, L.A., 70043.

As a result, the Office of Community Development is issuing this "Notice to
Proceed" which authorizes expenditures of HUD funds, as well as non-HUD
funds, to this project, effective November 21, 2008. Attached please find a
copy of HUD form 7015.16. 'Authority to Use Grant Funds' in the amount of
$4,900,000."

What's very interesting about this letter, and its date, is the fact that
the following "contributions" were made to Governor Bobby Jindal (as
reflected in public records), on the following dates:

10/23/08 - Sidney D. Torress, III, $5,000.00

10/27/08 - Lena R. Torres, $1,000.00

10/28/08 - Robert Torres, $5,000.00

10/28/08 - Anita Torres, (in-kind contribution) $2,164.00

10/28/08 - Floyd Gue, $1,000.00

The dates of these "contributions" to Governor Jindal, listed above, and the
date Provident Realty was actually awarded millions of dollars from the
State of Louisiana in "grant funds," to develop "mixed-income" apartments on
property Provident Realty just purchased, for millions of dollars, from 3 of
the 5 contributors mentioned above, are extremely close in time.
