But the way I interpret this would mean if the parish government hires a
particular contractor to collect garbage and is to charge each household
whether a given household wants the service or not, would then be considered
an exclusive franchise by virtue of "forcing" the service and charge onto
the household.  In turn, that would require a bid process.
