would your interpretation be different if the households are not actually
charged directly, but rather pay for this service indirectly by sales tax
and / or property tax or general fund? --- SJK

particular contractor to collect garbage and is to charge each household
whether a given household wants the service or not, would then be considered
an exclusive franchise by virtue of "forcing" the service and charge onto
the household. In turn, that would require a bid process.
