St. Bernard Parish celebrates repairs at Corinne Canal Crossing at the
20-Arpent Canal



St. Bernard Parish President Craig P. Taffaro, Jr. and other officials
celebrated the completion of a new bridge at Corinne Boulevard at the
20-Arpent Canal with a ribbon cutting to mark another sign of growth and
recovery in St. Bernard.



"Replacing this structure with a bridge was a smart project to help mitigate
future damages in the area by improving the canal crossing and the area's
drainage," President Taffaro said. "We really are grateful for our partners
at FEMA and the state for working with us to finish this project."



"It's a great opportunity we had to repair this bridge to a more sustainable
structure," said Eddie Williams, FEMA Public Assistance Officer. "Anything
FEMA can do to mitigate future damages to homeowners and residents in this
community, we are happy to be a partner."



The previous structure had been damaged by Katrina's flood water and debris
causing significant damage, including undermining of the approach slabs.
Additionally, as a result of the piled up debris, the structure become
unlevel with several of the wooden pile supports splitting.



It was determined that the bridge damage was sufficient enough to close to
prevent further loss of life or property and was closed for several months
prior to construction. The bridge was replaced with a Waskey pre-cast panel
bridge with wooden piles and concrete barriers. It is fully ADA compliant
with a sidewalk and has steel guardrails and an unsupported aerial cast iron
water line attached to it. Additional slope protection was added by
installing grouted rip rap under the bridge to reduce and eliminate
scouring. Weep holes have also been installed in the grout to prevent
failure of the slope embankments.



Since the construction was completed, final improvements have taken place to
ensure grassing of the slope banks has taken root to retain soil and reduce
any future erosion during high waters. The project was fully funded by FEMA
at $695,604.34.



The project was constructed by Gill's Crane Service of Slidell and designed
by Jordan, Jones & Goulding, a Jacobs Company. Shannon Dotson is this
project's manager for CDM and Dennis Tauzin has oversight over all
FEMA-funded recovery projects for St. Bernard. President Taffaro thanked all
of the partners as well as the government employees who are assisting with
the project, including Chief Administrative Officer Dave Dysart, St. Bernard
Parish Recovery Director Michael Dorris, Jr. and his staff, and Public Works
Director Kenneth Odinet and his staff, including Keith Kain, who is the
project's resident inspector.
