ObamaCare Proposals in the Legislature What can You do?

Come to the Committee Meetings This Week
Civil Law & Procedure - Tuesday, April 23
Health & Welfare -Wednesday, April 24
When the Federal Government adopted Obamacare, it took the most dramatic
step it has ever taken in expanding the federal government.
But there's a catch.
In order for this horrendous plan to make even more strides toward
socialism, the states must adopt lots of laws.
And the Supreme Court has held that the States don't have to do this.
This means there are several aspects of Obamacare that we can still
stop.
However, several proposals have been filed by Louisiana Legislators
(mostly liberals) to entrench Obamacare in our state.
Each of these items would advance Obamacare, increase federal spending,
and bring us closer to socialism.
And you can do something about it.
There are lots of proposals in the Louisiana Legislature, right now,
which would advance Obamacare and most involve (1) Expansion of Medicaid or
(2) The Hospital "Bed Tax."
This week, on Tuesday, April 23, the House Civil Law and Procedure
Committee will hear two proposals by Speaker Chuck Kleckly to provide
Constitutional Amendments regarding Medicaid in Louisiana.
This Wednesday, April 24, at 9:00 am, there are several proposals for the
expansion of medicaid that will be heard in the House Health and Welfare
Committee.
Yes, this week, Tuesday and Wednesday, at 9:00 am.
At the State Capital.

We need you to be there.
Early. Like around 7:30 am.
It will be crowded.
There's more. It would be helpful if lots of people spoke up against
these proposals.
Expansion of Medicaid
What's the Big Deal?
The Key Aspect of the proposals to Expand medicaid in Louisiana is that
they would conform to ObamaCare - the Affordable Care Act."
It would mean a lot more government spending on another well meaning
government program, with taxpayers footing the bill as costs are projected
to rise.
It will mean that our nation and our state would be taking another step
toward socialism.
Smoke and Mirrors. Obamacare dangles a carrot in front of state
legislators to entice states to expand medicaid.
Here's how it happens:
First, Obamacare promises that the Federal government (you, the
taxpayers) will pay 100% of the cost of the expansion for the first three
years. Then, the Feds then gradually reduce their share so that by 2020 the
federal taxpayers (you) will pay less and the state taxpayers (you) will pay
more.
It's really just smoke and mirrors.
But state legislators fall for stuff like this all the time.
So, we should encourage legislators to stand up and say no.
However, several Legislators have introduced measures to conform to
Obamacare. Some are House Concurrent Resolutions (HCR), others are Bills.
All are trying to promote Obamacare in Louisiana.
First, House Concurrent Resolution 8, Sponsored by John Bel Edwards,
(Democrat-Amite)
Next, HCR 4, sponsored by Democrat Rep. Barbara Norton of Shreveport).
Third, HB 110 by Rep. Norton and a few other co-sponsors.
Fourth, HB 233 by Rep. Patricia Smith and several co-sponsors.
Fifth, HB 449 by Rep Roy Burrell of Shreveport.
There were similar proposals in South Carolina. Senator Jim DeMint, now
President of the Heritage Foundation, wrote A Great Article, showing that
Medicaid Expansion is wrong on several counts.
The Bed Tax
What's up with That?
Hospital Bed Tax - Constitutional Amendment. This is a re-run of a
tax passed and then yanked under the Blanco administration. It was a bad
idea then and it's a bad idea now. Mississippi commentators are opposing
this now.
One really bad idea is that it establishes yet another fund. We are so
tired of these funds. This one is called the "Hospital Stabilization Fund."
HB 532 by Speaker Chuck KlecklySpeaker Chuck Kleckly has amazingly already
passed the House Appropriations Committee and is now headed to the House
Committee on Civil Law and Procedure.
You'll need to contact your local member of this Committee ASAP and
please ask them to vote no on HB 532.
We don't need another tax.
We don't need this in the constitution.
We don't need to prop up Obamacare.
Just say no to all of these proposals.

What's up with That?
Another Fund - A Constitutional Amendment for
Automatic Medicaid Increases
Speaker Chuck Kleckly has yet another proposal to expand Medicaid in
Louisiana.
It's HB 533 and it doesn't look good.
We haven't had time to provide an in-depth analysis of this one, but it
apparently is a constitutional amendment for Medicaid automatic increases
with inflation.
Except that when there is deflation - prices go down - it doesn't apply.
Sort of like a ratcheting effect.
Here's the basic problem - legislators should vote on future spending
increases. They should not be automatic. That's a recipe for disaster.
This is another measure that will be voted upon at the Civil Law and
Procedure Committee meeting.
Here's the Agenda.
This committee is only supposed to consider technical aspects of the
measure.
Here's a technical aspect - civil law should not provide for such
automatic increases. Procedural law should not provide for automatic
increases.
So, don't let them intimidate you.
The Civil Law and Procedure Committee is allowed to vote no on this
wrong-headed constitutional amendment and they should.
We don't need automatic spending increases.
We don't need this in the constitution.
We don't need to prop up Obamacare.
Just say no to all of these proposals.
ObamaCare State Law Proposals
We can still stop ObamaCare by Stopping the State provisions
While Congress passed ObamaCare 3 years ago, in order to implement it,
both Congress and the States must adopt lots of provisions.
Here is an almost verbatim quote in several of the proposals to advance
Obamacare in the Louisiana Legislature:
"A Majority of the Supreme Court held that the penalty for the state's
nonparticipation in the expansion of medicaid eligibility as provided in the
ACA (Obamacare) is unconstitutionally coercive because it entails
withholding of all federal funds for existing medicaid programs if a state
does not expand medicaid eligibility. The effect of this aspect of the
court's decision is to make participation in the medicaid expansion optional
for the states."
Here's a secret - Neither Congress nor the State Legislatures has to do
any of this. For example, Congress must appropriate lots of money for this.
Another example - states are being pressured into expanding medicaid,
even though they don't have to.
States across America are grappling with this right now.
In Florida, conservatives are Promoting Alternatives. In Ohio,
conservatives point out that these proposals have a Political Element that
would help Democrats.
Because ObamaCare has become so unpopular, at least one key red-state
liberal is now Attacking ObamaCare.
