[StBernard] neighborhood coalition demands stronger enforcement of noise ordinance

As in the New Orleans neighborhood article below, so too St Bernard Parish
neighborhoods should be protected.
 
Evaluation of amending the noise ordinance should be toward protecting
public health (protection against hearing loss) and enhancing quality of
life (preventing sleep deprivation).  --- SJK
