A Chalmette man is behind bars in New Orleans, accused of robbing a woman at
gunpoint early Sunday, marching her to her Lower 9th Ward home to steal more
property, asking her to shoot him, then firing at her as she tried to
escape.

He later attempted to slip out of his handcuffs and set a police car ablaze
after he was arrested, according to court documents.

The 25-year-old victim was sitting on a bench on the Mississippi River levee
at the foot of Reynes Street about 7 a.m. when Briceson Carter Sr., 29,
walked up and asked for her cellphone number.

When the woman refused, Carter pulled out a handgun and delivered what
sounded like an ultimatum: "Well, why don't you just give me your cellphone
and money? If you don't, I will kill you," he said, according to court
documents.

The victim handed over her phone but said she did not have any money.

At that point Carter asked whether she lived in the area. She said she did,
and he forced her at gunpoint to walk to her home in the 5000 block of
Burgundy Street.

Carter and the woman entered the home and Carter told her to lie face-down
on her bed.

She told police she heard Carter gathering items around her home, placing
them on the bed.

At one point Carter told her to sit up on the bed and ordered her to shoot
him, but only after removing the magazine from his gun.

The victim told police she then tried to shoot Carter but no bullets fired.
Carter took back the gun, reloaded it and told her to lie down again.

He then threatened her and struck her on the left thigh with the gun,
according to court documents.

Carter moved the victim to her kitchen as he continued to gather her
belongings. When she heard Carter move to a room at the front of the home,
she tried to make her escape out a back door.

As she ran down the driveway she heard a gunshot behind her but continued to
run, she said.

The victim reached a neighbor's home and called police.

She told the responding officer that Carter took her cell phone and keys
while she was on the levee and took her debit card once they were at her
home.

Inside the home, the officer saw a large comforter with the victim's
property on it, apparently left untouched when Carter ran away.

Police used GPS to locate the victim's phone and tracked it to the 1900
block of Elysian Fields Avenue about 8 a.m.

Once officers arrived at the location they found a man who appeared to match
Carter's description and stopped him for questioning, according to court
documents.

Police were able to locate the victim's cellphone in the apartment, where
Carter said he lived.

Police placed Carter in handcuffs and put him in the back seat of a police
car to drive him to the victim's home, in hopes she could identify him.

Carter was able to slip his cuffed hands from behind his back to his front
and tried to open the car's door. His first escape attempt was at Mandeville
Street and St. Claude Avenue.

After he tried once again to escape, this time while crossing the Industrial
Canal, the officers decided to return to the Elysian Fields address.

The victim arrived there about 9:50 a.m. and identified Carter as the man
who had robbed and attacked her.

Placed again in the police car, Carter began to kick the back window and
back doors while en route to Orleans Parish Prison.

He also used a lighter to burn a hole in the back seat as he tried to set
the car on fire, according to court documents.

Carter remained jailed Tuesday on charges of armed robbery, armed robbery
with a firearm, aggravated kidnapping, aggravated burglary, aggravated
battery, aggravated assault with a firearm, attempted simple escape, simple
criminal damage to property valued at less than $500, simple arson and
resisting an officer, according to Orleans Parish Sheriff's Office records.

His bond was set at $750,000.

Carter, who has a record in Orleans Parish of several drug, robbery and gun
arrests and one prior second-degree murder charge for which he was found not
guilty, was in court as recently as Oct. 3 for a charge of possession of
cocaine with intent to distribute. He was out on $25,000 bail after that
arrest in January.
