Grand Jurys have certain procedures, rules of evidence, etc that may be
different from trial jurys.  
 
To me, it seems $20,000 was a low bail and the defendant did not spend much
time in jail, perhaps due to preferred processing treatment.
 
This man is innocent until proven guilty and it is just wrong to blame an
alleged rape victim because of what might be their personality
characteristics.   The victim should also be considered innocent until
proven inconsistent or instable.  Blaming a woman for rape is just wrong.
Blaming a woman for domestic violence or sexual assault is just wrong.
