[StBernard] The Murphy Oil Cy Pres Committee donates funds for a Walking Trail and path lighting at Val Riess Park

The Cy Pres funds are the remaining "voluntary buyup" program funds from the
Murphy Oil spill, Turner v Murphy.
 
There are a lot of bike path improvements coming to St Bernard, not only for
Val Riess, but also in the St. Claude corridor to the National Historical
Battlefield in Chalmette and another one along the Mississippi River levee
