St. Bernard District Attorney Jack Rowley's reign to end after more than
three decades

For the first time in more than three decades, St. Bernard Parish will elect
a new district attorney this fall as incumbent Jack Rowley did not sign up
for the Nov. 4 race.

The qualifying period ended Friday with 22 parish politicians elected
without opposition, including most school board members and incumbent 34th
Judicial District Court judges Jeanne Nunez Juneau, D-Chalmette; Kirk Andrew
Vaughn, Other*-Chalmette; and Jacques A. Sanborn, D-Chalmette. (See full

Voters will decide who among 42 remaining candidates will fill 17 other
parish offices. (See full list of candidates below.)

Rowley, 83, who very rarely speaks to the press, had not publicly discussed
his decision and did not return requests for comment this week. But people
close to him said that he has been battling medical issues this past year.

Two parish assistant district attorneys, Glenn E. Diaz, Other-Arabi, and
Michael Gorbaty, R-Arabi, and former Judge Perry Nicosia, D-eastern St.
Bernard, signed up to run for district attorney. Nicosia resigned from his
judicial post on Tuesday to run in the race.

First elected for the office in 1979, Rowley is the longest serving district
attorney in the state, according to E. Pete Adams, executive director of the
Louisiana District Attorneys Association. Rowley previously served as the
parish's sheriff, and his combined 52 years in public office is the longest
consecutive reign of any other elected official in the parish's history,
said St. Bernard historian Bill Hyland.

He was elected sheriff in 1962 and moved on to district attorney in 1979. He
is the only district attorney St. Bernard's 34th Judicial District has had
since it was separated from Plaquemines Parish's district.

Hyland recalled on Friday afternoon how Riley's ascension in 1979 marked a
break from the more than 50 years in which the Perez family held that joint
Plaquemines and St. Bernard judicial district.

Rowley's only election loss was a 1960 runoff - his first try for sheriff -
which he lost to then-Sheriff Nicholas Trist.

Aside from the district attorney's race, parish voters in November will vote
on U.S. Senate and House candidates, a Public Service Commission seat, and
other local offices. 

In the Division C judicial contest for Nicosia's recently-vacated seat,
Assistant District Attorney Gregory Noto, R-Meraux, on Friday joined Kim
Cooper Jones, R-Meraux, and Darren Roy, D-Chalmette, in the race.

Also late Friday, incumbent Division A Judge Robert "Bob" A. Buckley,
D-Meraux received an opponent: Leola Anderson, D-Chalmette.

For the regional PSC District 1 seat, incumbent Eric Skrmetta, R-Metairie,
is being challenged by Forest Bradley Wright, R-New Orleans, and Allen "Al"
Leone, R-Metairie. The district includes St. Bernard.
