Because federal law allows them to be able to pick and choose where they
want to sell and do business.  I believe that was one of the issues the U.S.
government challenged in court and the U.S. Supreme Court ruled in favor of
the medical insurance providers like Humana and Peoples Health.  So, it's
now law and they can do business where they want or don't want.
