SCC discontinuance and abandonment orders

Before everything shut down, I checked out from the Virginia Tech library the 1957 and 1958 annual reports of the Virginia State Corporation Commission. The reports list requests from railroads in the state to change or discontinue service and the orders associated with those requests. Because the library is now closed but people still need access to materials, the amount of publications available in digital form has broadened. I was able to access the University of Richmond collection of all the SCC annual reports, so I have added requests from 1956 and 1958. Bruce, please contact me off-list if you prefer. Is there a link for viewing the VA SCC reports? I browsed hard-copy volumes at the Library of Virginia in Richmond looking for authority in 1955 to modify use of Boyce station to include only one waiting room instead of two, or the closing of the agency that became effective on January 1, 1959. Also, I have not been able to locate abandonment of Western Union or Railway Express agencies at Boyce, or the abandonment of livestock loading facilities at Boyce sometime in the early 1950s.

Also as the N&W was constructing replacement station buildings during the early 1900s, was there a requirement to request the closure of the old station building and opening of the replacement building? My specific interest is Boyce during 1913 but in general it will be helpful to know if this was a procedural requirement during that era.
