That reference originated from a pile of paper, and I got the wrong
issue of Metrologia. The reference is now fixed.

Additionally, more history from the 1970s is now included.
It shows how many iterations it took for the CCIR to amend Rec 460.
The original fiat in 1970 had no details, and it took until 460-2
for the CCIR to incorporate the words of other agencies in order
that 460 would describe how UTC was implemented and what it was
supposed to be doing. All of those amendments came with the context
that UTC was a form of mean solar time.
