[StBernard] ICC Claim with Flood Insurance

	Is the letter referenced below that identifies whether or not your
structure
	is damaged 50% or more 

If the house was submerged (over the roof) for about 2 weeks, is this
automatically a 100% damage? the walls, roof, beams, nails all of that is
soaked and rusty. How is the 50% damage determined? 
Inquiring minds (with no idea of building stuff but learning) want to know.
