Just received below clarification on that ICC thingy.

Unfortunately, the ICC coverage comes into effect at the time the order is
made by either federal or local government, not at the time of the flood.
So, you would have to have an active flood policy at the time the order is
made to raise or destroy the home.  I wish I knew when the guidelines will
be finalized, but we don't know either.  Please let me know if you have any
other questions.
