John, you are absolutely correct on the Port of New Orleans' responsibility
for MR GO.
They wanted it and got it.

I have mentioned this before, but I urge everyone on the list to either get
a copy from a local library, buy it or whatever, but read the book "Rising
Tide The Great Mississippi Flood of 1927 and How It Changed America by John
Berry

Although the book has a wealth of information in it, just go to the part
where the river is rising in New Orleans and the city is worried about
levees breaking. City officials convince St. Bernard's leaders to blow the
levee at Canaervon. New Orleans reneged on the deal they made with St.
Bernard and the parish was devastated. That's ONE reason I became
immediately suspicious of Junior's deal with the Port and was greatly
relieved when the Parish Cou ncil turned it down. The Port of New Orleans
is only concerned with what benefits...duh! The Port of New Orleans.

This book also has a goodly amount of history about the parish; things I
never knew before.
