There seems to be a sort of dilemma as in the chicken or the egg syndrome:

Which comes first? Getting people (Chickens) the money they need to survive
and rebuild back in St. Bernard Parish if that is what they wish to do, or
the SBParish/State (eggs) which must have significant/vital necessities in
place including infrastructure, water, gas, flood control/protection,
hospitals, etc..?

Seems the parish needs people back, --but the "band", unfortunately for
returnees will be playing the same tune for years to come (and probably not
get paid for their music ;)

We suppose President Bush has considered that if people were given the bucks
they need to survive as displaced people, they would want to go on with
their lives as non-returnees in the areas outside of the parish/state.
Therefore, he's probably hesitant to support a plan which pumps billions
into the displaced (as well as da parish inhabitants). Perhaps he's feeling
what's the use of money to bring the low-lying Gulf Coast back to prime--if
there's not going to be significant numbers who will be utilizing the area??
