[StBernard] meter help

I've got the trailer, the water line is working, the wooden pole is up.  As
of today, Entergy has NOT received the permit from the parish, so the meter
cannot yet be installed.  Since the trailer is all electric, does anybody
know how long I can expect to wait on the parish to submit the permit?  I
can't get my daughter back into school here, nor can I have my 83 year old
mother live in the trailer, until I can get heat and hot water.  Any
suggestions??
