This happened to me yesterday also. 

However, I answered it (as it recorded an "unidentified caller") and it WAS
FEMA who mentioned they approved my rental request.  It's done this before.
The cell doesn't record a message if it's from FEMA in my situation. So,
there's no message left. During these times, perhaps it's prudent to answer
messages and also make sure you go to the www.donotcall.gov National Do Not
Call Registry site and register your phones against needless callers.
