Geez, how can anyone still have a heart to penalize those forced out of
state to relatives, jobs, colleges and damage.. Without a guilty
conscience?? This, as if it is our hard-lucked effort that its citizens are
displaced and have HAD to continue life, wherever they could continue some
normalcy of life.

Knowing the circumstances we face, not acknowleging that it was not a
personal choice by design, but rather a set of unfortunate circumstances
that outlined our future? If citizens are penalized it would indeed be
"cruel and unusual punishment" because that is indeed what it has become:
cruel to our fate and unusual not loving our old house and no longer
invincible to the dangers and ravages of future, unconquerable perils. Is
this what we wish.. "forced entry", returning bitterly to our former
homeland? We ask, "..Why?"

In response to this buyout proposal, how can you penalize people to get less
if they move out of the parish. You think we can stay without jobs? My
husbands job transferred him and us to Birmingham, AL.
It was this or lose his job. I would love to go back to my home with my
neighbors and have what I had, but because I can't, lets go ahead and give
the people less for relocation. I think this is harsh!!!

In a nut shell most of the areas will actually be proposed for redevelopment
and the council is proposing that the LRA plan to allow for selling
properties and receiving the 75% of pre-storm value up to the 150,000 cap
but allow any insurance benefits to be excluded from being deducted. This
may wind up being reconsidered to mean that a portion of the insurance be
deducted from the total but we have proposed that it would be a 50%
deduction at the most and preferred to be much higher as well as the
suggestion that the percent of the total be guided by residents remaining in
their home parish vs. moving outside of the parish- the furhter out of the
area the less of the total to be accessible.

I am working on publishing a complete review to post with some mapping.
