"  Reported commercial parks issues continue to improve, have made an
adjustment for people who lived in the parks prior to the storm are first in
line for the parks whether they were FEMA eligible or not.  Pitts stated
that residents of the commercial parks must be FEMA eligible to reside in
the parks."

What exactly if FEMA Eligible mean - I'm still trying to get back  :((((
