To All:
 
With no disrespect intended to the outgoing department heads, the two people
filling the voids are very sharp and professional- we are lucky to have them
available in these difficult times.  Keep in mind that assistants could be
dead heads or professionals who could push the overall performance of a
department- both of these assistants did the later in their respective
positions in community development and finance.  Again, this is in no way a
statement to reflect the performance of the outgoing directors-
