Craig, in saying this, are you/the parish implying that only foiks who wish
to rebuild, do hurry to start rebuilding to avoid cost to them/or by
utilizing the ICC flood insurance funding? Will those who are selling their
homes to the state in buyouts of the LRA Home program in desperate need to
raise their homes or will the state make that decision to
repair/rebuild/demolish after the home is bought from the St. Bernard
Citizens?  Thanks MJ

ICC funds can be used for elevation that is required for compliance- if the
ABFE causes you to have to elevate because you have not done any repair work
yet you can access ICC funds for that.  The ABFE will be adopted sometime in
the likely next couple of months as the LRA sets a deadline for us to do so.
