Thanks for clarifying all of that.  With all that you said there is still
the fact remaining that no matter the number of people living in St Bernard
there is still people there and the fact remains that the Parish is
rebuilding with or without the people returning.  

I understand your situation and some of the reasons for people not doing
anything is beyond there control.

Thanks for replying and I appreciate what you are saying although I still
believe many can do more then what they are doing with there propertys and
that remains a fact as well.  The oil spill area is a whole different ball
park unfornately.
