[StBernard] Heavy rain floods streets in St. Bernard Parish

Hey, I moved to NE TX almost 20 yrs ago and I actually saw a chain-gain in
operation here.  And presiding over the orange jumpsuits, a horse mounted
sherrif's deputy with a shotgun.  I wanted to stop my truck and get out and
cheer!  Now that's the way to keep the roadsides and neighborhoods clean.
