Did I misunderstand something here? (but then again what's new) Landscape?
As in pansies and roses bushes? Home Depot?  Where may I ask are they going
to landscape?  As for me -- I didn't do that before the storm, I'm
positively NOT doing it now. 
 
And don't assume anything.  Nothing is for sure until you see it with your
own 2 eyes.

("Here's another one.  If we have landscape requirements
on the books, can we encourage businesses to adhere to
them if we didn't enforce them when the business was
constructed or opened.  For example, is home depot
required to do anything in terms of landscaping even
though they are now opened.
