You're right.  I was thinking of those who are yet to buy or build a home,
if they receive sufficient funding from the LRA to apply toward new
construction in St. Bernard (or purchase a renovated home for sale) would
help generate some activity that would add a spark to the market, and thus
help increase market values.  But there are no guarantees.  You're right in
the example you point out will do nothing to help the market.
