[StBernard] road home to halt parish grants? FEMA guidelines notadopted

My understanding is that the Road Home program is requiring homeowners who
are rebuilding to meet the latest FEMA flood guidelines regardless of
whether or not the local parish ahs adopted them.

For those who are selling, it shouldn't make a difference since the LRA will
own the property and can do what they want with it.

we need now is another reason to hold up Road Home process.

Thought August 2006 was deadline to get grandfathered before adoption of
FEMA guidelines. What happened?
