Since I worked on this law when working for then State Rep. Benny Rousselle,
its sole author, the law is very clear and we drafted it be as such...if you
claim a homestead exemption, that is both your legal domicile and it is
where you "must" vote.  Furthermore (and in this case), if you claim a
homestead exemption in any other parish than St. Bernard, yet continue to
vote in St. Bernard, you are guilty of voter fraud, which is a serious
offense.
