No, I'm not kidding, and again this is where it helps to know something
about administration.  Intelligence reports can take up to a year to confirm
and plan counter activities accordingly.  So YES, after being in office for
barely 8 months all the Bush administration had to go off of was that handed
to him by the Clinton administration.  And Bush's big mistake was he kept
the Clinton administration top people on intelligence for his firt year
figuring it would make for a better transition.  Boy was he wrong.
