Nicaraguan man to face charges in fatal St. Bernard crash

CHALMETTE, La. -- State Police are investigating a fatal head-on collision
in St. Bernard Parish that left one person dead and a Nicaraguan man to be
booked with charges in the crash, according to State Police spokeswoman
Trooper Melissa Matey.
Around 6:30 a.m., State Police responded to the crash on Paris Road, near
the intersection of Marina Road.
A car driven by Cesar Carrasco-Garcia, 29, of Nicaragua, was headed south
on Paris Road, crossed the centerline and slammed into a vehicle driven by
Ngoc Do, 57, of Chalmette, according to police. Do later died at an area
hospital.
Carrasco-Garcia and his passenger Francisco Aguilar, 43, of Texas sustained
moderate injuries in the crash, according to police.
"Troopers suspect that Garcia was impaired at the time of the crash by
alcohol and/or drugs and a blood sample was taken with results pending at
the Louisiana State Police Crime Lab," said a statement from Matey.
Once Garcia is released from the hospital he will be booked with vehicular
homicide, DWI, reckless operation and operating a vehicle without lawful
presence in the United States, according to police.
