Precisely.  In fact, it's not even enough for the entire legislature to
change such things - the state retirement board would have to go along with
any change.  Just goes to prove how little pension participants even
understand their own pension and retirement programs.  I guess that's what
rumors and lies depend upon to be effective...ignorance.
